After reading this, I realized this is the first time I've actually had an opportunity to read a significant portion of any of his speeches. The traditional media have only been reporting on what centrist Democrats say about him, or the intra-party drama. I follow politics, and I didn't even know the guy is a doctor. After reading the excerpts from his speech, I'm ready to sign up. I like this guy! (And no thanks to NYT or WaPo, either.)
Notice two things: 1. the US isn't a part of the negotiations, and 2. the US is out of ammo. President TACO and his crack negotiating team (Jar-Jar and Witless Witkoff) are yelling into the void.
Nobody is saying "Bad Faith Bullshit Artist who doesn't know what he's doing". They should be.

Nobody's brain is immune to the subterranean levels processing reality and manufacturing doubt and anxiety. So he might in both total denial and a state of subterranean acute distress about the situation at the same time.
While the concept you refer to is more likely subconscious than subterranean, I do like the simultaneous mental images of That Fucking Guy and things literally underground.
I chose ‘subterranean’ on purpose because ‘subconscious’ is overused, and quasi-scientific as people use it, casually and without interrogation, where the concept of an obscured, deep, not-conscious cognition should be clearly and unapologetically metaphorical, imo. ‘Sub-marine’ would be a better metaphor, but has obvious problems.
