I think it's amazing. I never heard the rhythmic similarity between these two songs before. I'm not one to have OMG SACRED feels about music. If you can do something intriguing with it, I'm willing to listen.
As long as the RNC pay the publisher for rights to use (royalties, y'know), they can use any song that's been published; doesn't matter if the artist, the label, the publisher, the fans, Dead Elvis & his Elfin Bride or anyone else objects - they've paid for the legal right.
But that's only for the public performance, including broadcast, of the original licensed work. Using it as a promotional adjunct - like in a campaign ad - requires additional permission, opening the door for additional recompense.
And a case could be made that use of a licensed work as an adjunct to a campaign function (a la the RNC con) falls under the latter category - let's hope an artist sues.
