I think there's probably a terrifying number of cops who are racist, sexist, bigoted creeps who take the job in the hope that they will "get" to kill someone. And that someone is nearly always going to be a person of color because that's who they're going to get away with killing. We need much, much, much deeper psychological testing and background interviews before people are licensed to carry guns around, and EVERY police shooting should be judged by a citizens' panel, not a D.A. or judge who has to get re-elected.

"Shooting to wound" isn't a good idea.1.)Trying to shoot someone in an arm or leg increases the chance of missing, which increases the chance of hitting an innocent bystander.2.)There's no reliable way to do it without considerable chance of permanently harming or killing the bad guy.s3.)Even if you do wound the bad guy he may be able to keep fighting. 4.)It will just give cops more of an excuse to use their guns, when too many of them are already trigger happy.
Using lethal force on someone should always be the last resort. In a 2017 incident here in Saskatoon being tasered twice and hit with a beanbag round from a shotgun weren't enough to stop an armed man firing on police. Fortunately for him he survived being shot twice.
