The reality is this was a truly bipartisan F***up. Conservatives just wanted the money. Liberals wanted an end to "warehousing" and envisioned a rosy future of small community group homes with unicorns grazing on the lawn. Some spoke of "confronting" society with the reality of mental illness. Consider yourselves confronted. Interesting thing about warehouses, they at least keep things out of the rain. But even if we were to re-establish the asylums we once had, the legal barriers to putting people there would be insurmountable.

True story. Yes... I once worked in one of those "halfway houses" in an apartment complex. The "clients" terrorized the rest of the renters on a daily basis and staff as well. Apparently, we just weren't hugging them enough. Needless to say, It was a summer temp gig which I gave up fairly quickly. Nothing like being screamed at for 9 hours straight.
