Yeh, but "While the 18th Amendment fully prohibited the import, distribution and sale of alcoholic beverages, it did not ban the possession or consumption of it by private citizens." So, if we were to make the 28th just "prohibit the import, distribution and sale of guns" it wouldn't address the possession of the millions of guns still out there in the hands of al those loons. But still, I get your point.
