They used to do this all the time when i was deployed there. They would hand out cash (even for farm animals killed), and if we accidentally killed an innocent (or three), they would send out for a payment from the U.S. I think it could be up to $100,000 or so. But that was in 2006...

Problem with your theory is that Assad and the Russians, do not view Rojava as the enemy. The Russians recognise Rojava as an autominous region of Syria and have invited them to open a diplomatic mission in Moscow.
