Twitter can't "censor" or "police" because Twitter is not a governmental entity. "Censoring" and "policing" are things that governments do. In fact, when you, as a member of Congress, attack Twitter, it's you who are doing the censoring and the policing.
I think that in her opinion, it's an important part of Black history, as it reveals what whites thought about Black people over time. I think that she also thinks she's both bearing witness and saying a "fuck you" to people who try to deny that this stuff ever existed.
