North Carolina did sort of the same thing with unemployment benefits. They cut the dollar amount of the benefits by up to a third, cut the period of eligibility to 13 weeks, and now has started requiring people drawing benefits to apply for 5 jobs each week. Of course, most of the counties with high unemployment rates (7% and up) have very small populations (some less than 6,000, meaning a work force at most half that), so you can see the problem with the job applications. No employers to apply to. But it did cut our official unemployment rate since most of the people have just given up looking.

The federal government really needs to establish that either you give the money to poor children through the program it's intended for, or you give it the fuck back.

Im not sure your distinction makes sense here. Are you saying you could be convinced a childless adult should starve to death simply because he or she chose not to reproduce?

To give without any expectations (even a "thank you") is a practice of the enlightened.

I was ready for that back when Jan Brewer stole 2.6 billion dollars earmarked for schools that we voted in a sales tax increase for. And conservatives want to bitch and moan about Hillz' emails... :P

I genuinely ran across some racist shitweasel on Twitter arguing exactly that a few weeks ago. She had some big theory about how "semitic" people didn't exist in the area until much later, so the area was instead populated by white Europeans at the time of Jesus' birth.
