At least that one had a reasonable explanation for why the planet's culture resembled an Earth culture: Before the Prime Directive was enacted, a Federation ship visited the planet, contacted the imitative natives, taught them enough technology to get them up to an early 20th Century level--and (oopsie!) accidentally left a book on Chicago gangsters.
