All you need to do is pull enough money and support from public schools, vilify teachers, make sure that those teachers teach only to the test and before you know it, public schools become so piss-poor they are no longer a choice. At that point your only choice becomes private or charter schools. Then everybody gets to experience the plucky self reliance of HBCUs. Won't that be a great thing for everyone?
