It’s all about how empowered they feel. You have to remember that authoritarians, like all bullies are cowards at heart. If they don’t feel like the majority of society has their back, they crawl back under their rock. And while they don’t have the majority of Americans support, they believe that they do. And that’s all it took to activate them. I equate them to terrorist sleeper cells. That are so deeply asleep they are not even aware that they are terrorists. And when a certain number of signals in society are present, boom they go online. It’s the only way that you can explain old, friends and members of your family suddenly turning into monsters. Even terrorists or terrorist sympathizers.
We have descriptions of what is considered a fully functioning adult level. We do not count mentally ill people into those calculations no matter how many there are.
Even if all people "went insane" that would not change the definition of sanity. It is a question of functioning.
In some way you could call it "normal" to be insane in that hyothetical situation but there would be no functioning society so semantics are meaningless.
