What would help housing in my town would be if the landlords were made to actually do maintenance on their properties. There's so many houses in this town falling apart with more than a few that should be condemned. But they won't lift a finger. And yet, they're quick to evict people. I overheard two of them celebrating the ending of the eviction moratorium because they could finally kick the "deadbeats" out and get paying tenants in. I wondered if they thought there were a bunch of people with wads of cash in their hands lined up just waiting to move into these substandard houses. I doubt it. Back when I rented, there were bedbugs in the house and a hole in the fireplace that let in rain. The landlord nailed a board over the hole, but wouldn't do anything about the bedbugs. That was when I moved out. Now the guy's an alderman. So yeah, that's the sort of town I live in.
