The user's guide is pretty interesting. It clearly states that only one pair shall be deployed at one time on one individual. Given the lack of training, skills and mental health control ICE agents exhibit, this will be royally disregarded. The guide states to not use the device on elderly, small children, pregnant women or severely handicapped persons. In Section 7 titled "Tactical Use of Force" the guide specifically states to not to use the glove on persons who are verbally defiant or belligerent, as a form of punishment, torture, or horseplay.
