Because the coal *companies* did War on Coal Miners for decades, because they *HATE* things like the UMWA, and that miners want to be paid, and have healthcare and pensions for risking their lives every day for the company dollars.
There are now about 10% of the miners there were 40 years ago... because the *companies* went to mountaintop removal, and pit mines. They are *never* going back to shaft mines.
