Although, mine also includes a column on how we should remove redistricting from the hands of the legislature entirely, and have it done either by non-partisan commissions, or -- much better still -- by software programmed to be non-partisan.
We shouldn't forget, that on official Census Day, April 1, 2020, New York State and New York City was being ransacked and ravaged by the first wave of Covid-19. At that time, a lot of people were fleeing the city and returning back to their original hometowns, plus, the death toll in both State and City was starting to skyrocket. The loss of population in New York State in 2020 was very real. But, I do find the number of 89 more people in order to keep a congressional seat to be a very suspect number, and some person(s) higher up in the last administration cheated with that number so New York State could lose a Congressional Seat and Electoral Vote. All because of a petty feud between Former Dearest Leader and Gov. Cuomo.
Oh that is correct, but these are the areas where it makes sense. In California, the goals of the redistricting committee are to make districts that 1) are geographically compact and 2) keep communities of interest together. The Central Valley districts are prime candidates for being redrawn due to the lack of population growth in the area (Kings County, where the 21st district is based around, had it’s population decrease by about 60 people since 2010). Other areas in the state have seen population increases.
Given the rules the committee works on, it makes sense to draw these districts together. In fact, the 21st district is relatively new in it’s current position. It used to mostly be part of Jim Costa’s district
And if I'm not much mistaken, the Raleigh-Durham area in NC has been purpling of late what with burgeoning tech industries there. I personally know a handful of folks who've fled the Buckeye State for that area. Meaning a shift there isn't necessarily going to mean another red vote.
A couple things: the actual count for NY was actually quite a bit higher than estimated (people were thinking they might lose two seats); if NY had the 89 extra, then MN would have lost a seat. Also this could be a good thing if upstate or central NY is where population was lost since those are Republican areas.

We grew at the lowest rate since the 1930s, OR the census was not done correctly. I suspect the census was a total mess.
I was SO hoping that OHJB would restart the truncated census.
