We actually have the largest desal plant on the West Coast here in San Diego County. You can not believe the grief and environmentally based complaints about how and where to locate them. The big issue is what to do with the goop left over. The concern is that the salinity of the ocean increases or something if you dump it back in the ocean and there's too much of it to store on land. I'm no scientist of any description but I still have to wonder about the materiality threshold for ocean salinity.
