I recently read "The Fifth Risk," by Michael Lewis, and it should be required reading for every American. It is a good explanation of what gets done by the government workers ("bureaucrats") in a number of departments, and how dedicated these people are. It is sickening to see people who devote their lives to public service, usually in inadequate workspaces and with inferior technology and for shitty pay, getting kicked in the teeth. The frightening part is the realization that the Big Yam and his religio-toadies are fundamentally destroying our institutions to the extent that we may never recover, and that our hope of "getting back to normal" is a fantasy at this point.
I wouldn't be suprised if the concept of returning evidence was alien to Mr. Higgins. In whatever backwater he comes from the cops probably just divied up the stuff for themselves.
