Actually, you apply for one in the process of permanent residency, at the stage when they approve you to work in the country. I know this because my non-citizen permanent resident status Canadian husband has one.
Thinking of the word "malarkey" and Irishness in general, did anyone else notice that Mike Kelly, who claimed he is a POC as he is white, noted the Irish origin of his name and then said he was AngloSaxon. That statement would get you beaten to a pulp in the Irish (Celtic) bars I used to drink in in NYC.
