We had an officer like this long ago on our Coast Guard cutter, thought he was a super-secret agent out to expose the commies in the crew. Which, being that at least half of us were college kids dodging the draft by joining the USCG, was pretty easy pickings. Of course every time he'd bring someone up on charges or try to "interrogate" them, he'd get his ass handed to him in a gift-wrapped box all tied up with legal ribbons. At the end of each attempt to bust one of us, he'd be left standing there looking like someone who just lost three-card monte and doesn't understand why. Oh, bad luck sir, care to try again?
So this dude started in 2004. I bet he thought he was gonna find Bin Laden and be a hero. His defense if he ever gets jammed up for this will be "war on terror"! Sounds like he was feeding information to the FBI from his spy fantasies. It would be worth it to track this guy communications since the beginning to find out what he was up to and who helped him.
His "qualifications" are having been in a couple small-scale startups. That does give you some business bona fides, a little anyway, but I do not think it in any way prepares you to be mayor of NYC, much less President.
