Queenie does actually play <em>some</em> role in British foreign policy. She is the one with whom the dignitaries wish to hobnob, and also the one that gets to sign stuff all fancy-like.

I'm not sure she's a moron. She's a specialist whose specialty self-deported, and then was given a high-level super-generalist management job and didn't have the fuck of an idea what to do about it. Poster child for the Peter Principle.

If you consider her job to be ignoring warnings of threats which were later realized in a devastating way, and complicity in the commission of war crimes including "the supreme international crime, differing only from other war crimes in that it contains within itself the accumulated evil of the whole", then yeah, sure, she did her job to perfection.
