Mostly it's NIMBY. "They" don't want "those people" living next door to them. Now, as one of our frequent non-commenters can point out, sometimes there's a reason beyond poverty for people to be unhoused, and those reasons can create a whole host of problems if not dealt with properly.
I feel like they should have made it so the landlords are the ones responsible for applying for the assistance, not the renters, and cut out the middle man but maybe I'm missing something here.
Between asshole developers servicing the ultra-rich, who are using housing stock as a trading commodity, rich conservative nimbys afraid an apartment building might bring in the poors, and rich liberal nimbys afraid an apartment building might "ruin" the neighborhood they're already gentrifying, mostly what happens is they build stupid luxury condos in whatever neighborhood min/maxes gentrification potential vs residents' ability to fight it, and nobody builds the kind of housing's affordable or desirable for the people who actually live there.
My neighborhood desperately needs affordable housing appropriate for families with small children, and what we get are fancy apartments constructed mostly of glass and metal that sit empty except for like one rich white couple and two finance bros. Meanwhile, twelve people drowned in illegal basement apartments.
I don't know what the answer is, but I'm not signing that "we reject this building because it might block the sun" petition.
Oh, we're building housing. It's just not affordable housing. In Tracktown all sorts of housing is being built but all of it is well outside the price range of 90% of the population.

With 17 vacant houses, I am not sure why we are not buying properties outright, and then rehousing people. Sorta like Habitat gone HUGE
