The Texas Democratic Party is not a strong base of support for Beto. Gerrymandering has really done a lot to keep the Party down, and O'Rourke has done some self-inflicted damage, too. For instance, when he supported his driving buddy, repub Will Hurd, for reelection, refusing to campaign for the Democratic candidate. That left a sour taste for many Democrats. He doesn't have the type of deep connections throughout the state that you need to win a governor's race.
Texas builds roads then leases "maintenance" to for-profit toll road operators so that roads that the taxpayers paid for in the first place now cost them to drive on. Yet they go on about "low taxes" because they shifted tax bills from the state government to a for-profit corporation.
