My take is (besides OrangeAss fake flag shit) that he is planning on owning the White House Ballroom (living in the bunker forever) and renting it out for eternity to subsequent inhabitants of said White House.

I seriously doubt that if they're involved the private donors will start paying their military salaries. That will be the taxpayer. Cretin is including the military to make it seem "crucial" and also to take money from the Defenses large pile to pay for it.
