Oddly enough, in North America, if you are killed by a bear the odds are far greater that it will be a black bear and not a grizzly/brown bear. Polar bears have their own unique place.
IIRC, there are laws written so as to not allow the prosecution of a non-Native person by tribal authorities in such cases, and to put the crime out of the State jurisdiction if the victim is Native. Catch 22 - White guy can't get charged. I'm not sure of the current status of this, but I gather it has been something of a problem. Don't even have to be rich.
That does make sense. Black bears are a lot more widely distributed than other species. But relative odds are not super helpful when all the odds are pretty small. And yeah, polar bears are fucking terrifying.
