There was a rule for Republican Speakers of the House called the Hastert rule. It basically said that if a bill would pass, but would do so without a Republican majority, it would never be allowed to come to the floor even if a substantial number of Republicans thought it to be a good bill.
It made attempts at crossing the aisle to get good things done very difficult.
Once Hastert's sins were known it just became business as usual, but without attribution.
