Rates actually went DOWN for MN's version of ACA: if I'm reading the chart right, the average rate decreases range from 3% to 27%.http://mn.gov/commerce-stat...

This is why policy wonks and technocrats are so important. Plenty of effort and care were taken to ensure that the ACA was as Rethug-proof as possible.

The only good thing about being really, REALLY broke is qualifying for Medicaid and an almost-no-cost policy. Mine is with United Health, and the Community Healthcare Network has fine doctors, as well as great specialists affiliated with the best of NYC's hospitals. Which reminds me, I have to make a dental appointment. I haven't yet met the dentist.

They'll have to push the junk insurance really hard, because anyone with the slightest bit of sense will choose a real policy made affordable by the ACA subsidy. The only reason junk insurance even exists was to give some pathetic tatters of coverage to people who couldn't afford the astronomical costs of private insurance. Now that those astronomical costs are 85% (or more) covered by the subsidy, no one who qualifies for it has any conceivable motive to buy the junk stuff.
