DHS does not seem to have an opinion about Russia bounty on our troops
Okay, I think DHS should never have been created and was a bad idea from the start as much as the next critic, but criticizing them for not being up to speed on Russia's actions in Afghanistan is silly, since their jurisdiction is limited to the domestic territory of the US (thus "Homeland").
Kick their asses and hold them accountable for every wrong thing they do, but incompetently responding to Russia's actions in Afghanistan is on the DoD and State, not DHS.
Information about that came out last week. It was actually a manned surveillance plane owned by the DoD.
Of course, any DoD action against civilians on US soil (even foreigners!) is strictly prohibited. There is no exception for intelligence gathering.
Even if there was a legit intelligence target (say, a foreigner on US soil who was suspected of taking money from a foreign government to exacerbate tensions at the protest), the wiggle room for the DoD to be able to do that is tiny. What's supposed to happen is that the FBI does that surveillance and then, if needed by the DoD for any reason, shares it with DoD.
Now just because the wiggle room is tiny doesn't mean that there is none, but I'd be surprised as fuck if there was space enough to fly a manned spy plane through it.
Oregon Senator Ron Wyden is already on it.
Of course, just because the restricted airspace had to do with a military aircraft doesn't mean that they weren't also flying small drones lower than FAA cares about that didn't affect civilian aviation patterns around Portland. As I understand it, that has, in fact, happened. PPB is said to have used small drones over downtown. FPS or CBP could have done so also, though I haven't seen reports of that.
it's a common tactic to get around the law. intel agencies aren't allowed (supposedly) to spy on their own people. So allies will spy on each others people, and then trade the data.

what they hate is public government. Private government they are fine with.
