Not sure how that would work. A client charters a bus, the client screens who gets to ride on the bus. The driver doesn't have any control, other than knowing what representative of the client gets to vet the passengers. I really doubt that the bus charter has any involvement, any more than a rental car agency can vet the people who rent the car. Unless there's something I don't know about chartering buses?
