I think that some of the toll roads are owned or partly owned by Canadian workers pension funds such as Ontario teachers.

My wife and I lived on the Maine/New Brunswick border for a time in the 90's. A local folk band had a song about the "smuggling." The chorus went "As we pass the customs shack, we all shout 'nothing back.'"

Once US Customs knew you and your car, they waved you through. We called it "The Downeast Drive-by." If they did stop you, they packed heat and were quite stern.

The Canadians always stopped you, and asked "Any alcohol, tobacco, or firearms." We bought beer in Maine, like the locals, and we quickly learned to dissemble. When my sis-in-law failed to remember the briefing and copped to it, they inspected us.

They had small badges, no guns, and were very polite and downright friendly. Once, the officer offered us a kitten, which we had to decline.
