Buckley has published this argument twice previously, once in the book he authored, and once in the American Conservative article. That may bring up copyright issues. If the copyright has reverted to either American Conservative or the book publisher, then self-plagiarism can be actionable. If not, it is poor form in academic circles to recycle the same text without attributing it to your prior work (It falls under the heading of padding your CV, to publish the same text multiple times.) Or at least that is what I have been taught.
At the very least it is lazy as hell. All Trump, Jr. had to do was say as my good friend FH Buckley said in his American Conservative article . . . . and there absolutely no controversy.
I've never plagiarized myself or anyone else. I also never recycled old works. I'm not holding myself up as a gold standard, it just never occurred to me. Besides, it would have been boring. So many things to write about!

New results are published, but the preceding research has to be discussed for context. This is often where some recycling comes in and it is nearly unavoidable at some level.
