I think that the definition of slavery is broader than saying that one human is the property of another. I doubt that these women were in a position to leave their employment until the debt was paid- so their economic freedom was removed. From this article, it sounds as though they were controlled by their employer, and so this fits the UN definition of modern slavery. None of this detracts from the appalling way that people who are enslaved in other ways are treated, or the seriousness of the crimes perpetrated against them.
Modern day slavery was defined by the 1956 UN supplementary convention and includes bonded labour, child and forced marriage as well as the type of slavery most famously practiced by the Atlantic slave triangle and all of them are illegal.
