No not really. Mueller was forced to insist that only conspiracy with Russian government agents (employees) was sufficient for indictment. The House doesn't need to pretend that Russian agents not technically employed but clearly working in Putin's sphere are not "Russian agents".

Mueller had a narrow line to investigate, he felt no matter what he found he can't indict a president, I agree impeachment can't happen without hearings etc, and if dems have the goods to impeach and they do not, they will make a huge mistake for their party but more importantly the future of the presidency and iopen the door to more abuse of power.
