I’m basing that on how close to death Trump is already seeming, the hiding of the facts of his health, etc. which have been reported here. Of course it is speculation on my part. And I agree that Vance will not get re-elected unless our system is royally screwed in order to allow it, should he survive a primary challenge. While he is in office, though, he can fire and hire as he wants.
