A huge portion of that is the program management consultants and what I call Science and Technology welfare. PM consultants are mostly feeding into the powerpoint demand and financial management the government employees don't know how or want to do. S&T welfare is a straight grift with former military buddies with massive kickbacks to the top five contractors built in.

I'm very late to the comment party here, so TL;DR someone may already have said this, BUTit's standard practice--and a sensible marketing move---to name one's utility company "Acme Utility" or say if you provide water, then "United Water", or if gas and electricity are your thing then PSE&G (Electricity & Gas) or LILCO (Long Island Lighting Company) or even Con Edison because Edison was in the DC electricity biz and tried to con people into thinking that Tesla's AC was UGH!THE WORST!)---what I'm saying here is that the name of the gas/electric power company provides a CLUE as to what business that company is all about, and where its expertise lies.

So... if there's a company called, say, Cobra Acquisitions, it's....well it's as if your A/C wasn't working properly so you hire Joe's Alligator Nursery to come and fix it, because when you called him and asked him if he knew how air-conditioners work he said "sure" and then you said "great I'll give you $.1.8 billion to look at my A/C and just assume the whole 'alligator' thing is mere whimsy--and then Joe comes over and literally just looks at your busted A/C, and collects his money.

What I'm saying is... the clue is in the name---"Cobra Acquisitions"; they either collect cobras, or they are slithery venomous financial opportunists.

Still the important thing is that we've all learned that words are interesting, but not really.

I Am Not An Electrical Engineer™ (first time I've had to say that outside work!), but most of my friends in college were, and I picked up some things via osmosis.

Think of voltage as analogous to water pressure, current as analogous to water flow, and wattage as a analogous to the force of moving water.
