Common practice at demonstrations, especially if the cops have pushed or hit someone, or caused someone to fall. They arrest the person who fell or was pushed to prevent a lawsuit against the city or the police dept later on.

If you're busy trying to get a "resisting arrest" charge thrown out of court, you don't have time or money to file a complaint against the police for denying your right peaceably to assemble or using excessive force.
