Wouldn't this make it a crime to release GHG emissions in the state? They do impact the global temperature, obviously.

I am pretty sure Earth's "atmosphere" starts at sea level.

Hang on, this could make essential geo-engineering projects more expensive in the future. At some point we might have to do something more radical about this global warming thing, and we really don't need this kooky law to raise the price for that.

And 20 percent of Americans read at or below a 6th grade level which is why you get this nonsense and a president elect who cannot read and is a convicted felon because he doesn't know how to earn an honest living. I regret that distant relative once asked me if the government was behind chemtrails. I whipped out my phone and googled images "WWII bomber contrails". 30 milliseconds later I showed her endless pictures of B-17s and German fighters and asked her if she still thought this was a new conspiracy.
