In Jayapal's version at least, the subsidies would use existing Treasury and IRS mechanisms for delivery, but they'd be funded through congressional appropriations, not out of Social Security. And it includes oversight to make sure workers get the funds.

Not sure about Hawley's version, but Jayapal's funds it separately. Can't see it working otherwise.
