As someone noted up above, that's how Republicans ran the Senate. Because that undemocratic chamber needed less "one man, one vote".

But also the House of Representatives, where gerrymandering (or excellent campaigning) has given Republicans a majority despite receiving far fewer overall votes for their candidates nationwide.

And, of course, Bush v Gore. Technically, Bush won with a majority of the vote (5-4) but if count ALL the votes, he lost. Bush 50,456,002 Gore 50,999,897 Nader 2,882,955
