I'd say when it's clear everyone's had the CHANCE to be fully vaccinated. I don't know how vaccine distribution's going where you are, but I don't know of any country which has managed to make sure every single adult has been offered at least one dose.
The biggest problem is that the Delta strain appears to affect children far more severely than the original virus. They're catching, being hospitalised and dying from it. Atm they CAN'T be vaccinated; AFAIK, the age floor is 12. I don't know why younger children aren't being given the current vaccines, but I assume there's a good medical reason.
So I'd want to see travel restrictions etc. continued until there's a child-friendly vaccine developed, and everyone (including those in poor nations) have the opportunity to be fully vaccinated. Oh, and we're also gonna need legislation that the children of anti-vaxxers are protected. If adults insist on leaving themselves vulnerable, so be it - but their kids won't have the protection of herd immunity this time, and I don't want to see unnecessary deaths in kindy classes.
