The debt ceiling must be raised (as it was 3 times during TFG’s presidency) in order for the US to pay for PAST obligations already incurred. There has never been a default on US debt obligations, and it is widely considered that such a default would lead to a complete global financial collapse.
OTOH, there have been multiple times when the federal government has shut down because of a failure to reach a budget for FUTURE spending. These shutdowns are generally temporary (I think the 2018-19 might have been the longest one). They suck, but don’t have the same catastrophic impact that a default on debt would have.

I don't know - I mean, he could absolutely be legitimately a US citizen, but I think, given he list of aliases, extensive life in Brazil, and history of brazen lies, this is a question worth looking into...
I remember the 2018-2019 shutdown because I had a jury trial scheduled in federal court in January 2019. The judge had to explain to the potential jurors that they would likely be paid eventually for jury service & expenses, but she couldn’t guarantee it. We were still able to pick a jury, and the budget deal got worked out during the 2nd week of trial.
In the interim, the judge was bringing in homemade baked goods for the jurors, and paying for bottled water & lunches out of her own pocket. Crazy, right?
