I'm sure that Top Men wrote that report. Top Men. And even if you discount their potential biases, they aren't basing this on any realistically similar situation in the past. It's a pet peeve of mine that "experts" say that "there's no evidence that X causes Y" and then imply (or worse aver) that means that Y isn't caused by X, when it would be more accurate to say that nobody has done a study of whether X causes Y and then provide reasons they think it is unlikely.
