The way I see it (and who knows, I could be wrong) Kim Davis personally has no power. Kim Davis The Person's doesn't have the authority to declare a marriage valid or invalid. Marriage is regulated by the state, which means that Kim Davis only has power because it is vested in her by the state. She is a state actor. So as far as I can tell, if the federal court says "this is the way things are" then the state is bound to abide by that due to the Supremacy Clause. If Kim Davis is acting on behalf of the state, then she, for all intents and purposes, is the state and must abide by the federal laws. If she's not acting on behalf of the state then she is Kim Davis The Person who has zero authority to tell anyone so much as where they can sneeze. So, to my knowledge, the licenses are valid and Kim Davis can suck a lemon.
