Tax the ammunition and require gun owners carry insurance policies on their firearms. Some dude wants to own eighty guns? Cool. Insure each and every one of them or lose ‘em.
Agree on the ammo. Make it not only so godawful expensive that it’s prohibitive to buy, but track sale of every bullet. Yes there are likely people who have a million rounds stockpiled, but once they use it, then what? If you can get cheap ammo, a gun can be used over and over and over.
