Yeah, it actually probably is, because of the provision that fines insurers if they spend more than 15% of revenues on things other than care (e.g., advertising). This has caused rebates and lowered premiums.

Well, someone thought up the idea that Sir Mittens of Romney would be a charismatic and compelling presidential candidate.

That wasn't thinking outside the box, that was thinking outside the entire fucking four-dimensional space-time continuum.
