Here's the problem with using voter turnout as a gauge of which polling locations to keep open.
If 18 out of 20 registered voters in Podunk show up at the polling place to vote, you have 90% turnout.
If 1780 out of 2000 registered voters in Suburbia show up at the polling place to vote, you have 89% turnout
If 17,600 out of 20,000 registered voters in Browntown show up at the polling place to vote, you have 88% voter turnout.
so you close the low turnout voting locations.
