The problem is, in the event of an unintentional discharge from a rifle in an urban area, there is no "safe" direction for the barrel to point. Point it at the ground, it's going to ricochet off the hard surface and go in an unpredictable direction. Pointed up, it's going to come back down again somewhere, likely where people are, at the same velocity as it went up. Some angle between straight up and straight down, well, there's probably someone within range. So "up" is mostly just the best of a lot of poor choices.

Actually, the NRA (oh, the irony) recommends pointing the gun in a safe direction (see illustration).

So up is a bad idea, because it can angle towards a tall building and discharge, or arc and hit someone on the ground (people have been killed this way). Walking around pointed down at pavement is a bad idea with the likelihood of ricochet in an urban environment. Casually slung over the shoulder is just asking for it to be taken from her and used on her or anyone else in the area.

Gun folks think they're impervious to attack because they're armed. So are cops, and they get killed on duty all the time.

"Hi, I've got an expensive weapon, this is where I'll be, meet me at my mugging and/or slaying, happy to give you a gun to go kill more people! From my cold, dead hands! LOL"

I believe JCfromNC above summed it up pretty well. However, to address the PSA material you cite, a "safe direction" is very dependent on the specific circumstances and environment in which you are carrying a firearm. Would it be safe to point a gun "up" if you were surrounded by "tall buildings"? No. You always need to be aware of your surroundings and muzzle direction.

However, in regards to the the original comment that pointing your gun straight up is an indication of an irresponsible gun owner. Its simply false. In the photo in question, Bennet is doing what would be considered the "ready" position. Which is actually considered one of the safest carry positions because provides the best control of the muzzle.

Also notice that her finger is off the trigger as its is supposed to be. Considering that the photo is posed its a good bet that her firearm is also unloaded as it was for her graduation photo-op. All are proper practices of a responsible gun owner.
