Hey, smart kids might move away from the blighted small towns filled with close-minded bigots. And then they would need to hire Messicans to pump the gas. REAL Murricans don't do manual labor like that. They work in the WalMart or for the County cleaning up the roadkill. And soon there won't be a crappy burger available anywhere near Downtown, just them Impernadas things and Tacos and Burritos. And not even the good Taco Bell kind - real Messican versions with real vegetables. Nothing worse for Middle America than all the kids gone and all the immigrants doing great jobs. It just rubs it in the noses of the small-minded bigots that their hatred is baseless and false. And Americans would rather be dead than wrong.
Alan Garner set some fantasies, of which The Owl Service is probably best known, in contemporary Britain. Charles de Lint set a series in contemporary Canada. Both started writing before Rowling. She may have been the first to put a school for wizards in a modern setting.
In a way it's a pity magic isn't real. Almost all witches would be liberals and they could achieve progressive goals in their own special way. Most of the Repub members of Congress would be sliding around on their bellies literally, instead of just doing it metaphorically for right-wing donors.
