Eh, negotiating as a group is another benefit of unions, and while weaker without the stick of strikes, it is still more effective than individual negotiation. If only because it means everyone knows what everyone else makes, there is no secrecy to be abused by the bosses.

Obviously, each victim x cop combination will count as a seperate case. So if cop A and B are beating on civilians C and D then you will have 4 cases: AC, AD, BC, and BD.
And demilitarize them, as well.
