On the positive side, it sounds like the actual content of the program remained mostly intact, so at least those students whose parents opt in will get a dose of reasonable sex ed. Opt in doesn't really "gut" the program -- and there's nothing to say the school can't ask repeatedly.
After a year or two of failing to be a big deal (and maybe Whatsisface will be out of office at some point), it's a surprisingly simple thing to change from opt-in to opt out.
It's unsatisfying to slip around confrontation, but sometimes it's the most effective thing in the long run.
