I'm going to make a huge assumption that the school board is made up of mostly Republicans and therefore, cowardice, in the face of someone pointing out their underhanded dealings, is kinda their thing.
I assume any subject and any "leadership position" will do, so I could teach gym and be an athletics director of a high school for five years, and so long as I get the bare minimum scores--I'd be qualified!
Of course, this is the same state where grossly unqualified teachers are hired because no one else wants the shitty salary they offer, so I'm assuming that other corners are cut as well.
